PRESENTATIONS

 

9:00 a.m. -       bos - Presented Proclamation Proclaiming February 2004 as “Prevent a Litter Month” and Proclaiming February 24, 2004 as “Spay Day USA”.  Judith Olsen, Stockton Animal Shelter Friends, addressed the Board on this matter.

Consent Items:              #1, 4, 5,12, 14, 15, & 16 - Pulled for discussion.

 

Consent Item:                           #1 – Kenneth Cohen, Interim Health Care Services Director, responded to Supervisor Mow’s concerns regarding the difficulties  public hospitals are facing, including finding staff, funding of positions and mandated services,  and the need to have community discussions in  an open forum to discuss these issues.

 

Consent Item:                           #4  - Joe Chelli, Director of Human Service Agency, responded to Supervisor Sieglock’s request for clarification on the fiscal impact of this matter.

 

Consent Item:                           #5 – Joe Chelli, Director of Human Service Agency, responded to Supervisor Sieglock’s request for clarification of the net county cost and the annual total savings.

 

Consent Item:                           #12 –  Supervisor Sieglock asked several questions, i.e., whether or not the fine pertained only to alarm companies, if a homeowner lives in the unincorporated area does he or she have to be registered with an alarm company, how is a false alarm determined versus what is not a false alarm.  Supervisor Sieglock felt that an alarm owner should be given at least once chance prior to being fined for a false alarm.      The matter was  continued to February 24, 2004.

 

Consent Items:                          #14 & 15 -  Manuel Lopez, County Administrator, in response to  Supervisor Mow, explained the difference between the new and the old fee schedules.   Supervisor Gutierrez expressed his concern  regarding any revenue loss and the impacts on services provided by  fire districts.

                                               

Consent Item:                           #16 – Supervisor Gutierrez requested that the County Administrator review this matter to see if something that can be done. Supervisor Sieglock stated that whatever decision is made should apply across the Board in all cases.  Continued to March 9, 2004.
