9:00 a.m. -       bos - Presented Proclamation Proclaiming the Month of February 2004 as    the Month of the Heart "Su Corozon, Su Vida" - Your Heart, Your Life." to John Solis, Director of Employment and Economic Development Department. Sandra Gomez-Varela of the San Joaquin General Hospital who addressed the Board on this matter.

9:00 am -         bos - Presented Proclamation Proclaiming February 9--13, 2004 as "Child Passenger Safety Week.” to Charles Hughes, Child Passenger Safety Technician and Instructor, Public Health Services.  Charles Hughes, Child Passenger Safety Technician & Instructor, Public Health Services, presented a flyer to the Board regarding free Car Seat Installation Inspections for the public that will be held at various locations in San Joaquin County from February 9--13, 2004.

 

DISCUSSION - HEALTH & HUMAN SERVICES

1.                  hsa - Authorization of Contract with Council for the Spanish Speaking for Vendor Payment Service. (Coned from 2/3/04). Joseph Celli, Director of the Human Services Agency, requested that item be continued one week.  Jose Rodriguez, Executive Director of Council for the Spanish Speaking requested that this meeting be continued to two weeks, as he would be out of town on February 17, 2004.  Chairman Ornellas continued the matter to February 24, 2004.

 

DISCUSSION - LAW & JUSTICE

1.                  s/o - Status Report on the Sheriff’s Patrol Division Overtime Reduction Strategies.        Captain Stephan Moore, Sheriff’s Office, addressed the Board on this matter and distributed a handout titled Review of Patrol Division Overtime FY 03-04.  Accepted Status Report.  Sieglock/Gutierrez/5 B-04-166

PUBLIC COMMENT

ToCan Nguyen addressed the Board on various matters.

 

Bobbie Bivens, on behalf of the San Joaquin NAACP, addressed the Board regarding the NAACP Youth Council Summit recently held at San Joaquin Delta College.  He thanked Supervisor Gutierrez for his participation at the summit.

 

ToCan Nguyen again addressed the Board under Public Comment.

 

 

BOARD OF SUPERVISORS QUESTIONS AND COMMENTS

There were no Board Questions and Comments.

 

Assistant County Counsel David Wooten announced before the Board went into closed session that there would be an additional closed session item concerning possible initiation of litigation.  He indicated that this matter came to the County’s attention after the agenda was prepared and that there was a need to take immediate action regarding the matter.  A motion was made by Supervisor Sieglock and seconded by Supervisor Mow to add this item to Closed Session.  Mow, Sieglock, Gutierrez, Marenco, Ornellas - Unanimous    B-04-173

Assistant County Counsel David Wooten also announced that the Board will be in recess until 1:30 p.m. for the scheduled planning afternoon items.
