Minutes of the Board of Supervisors' Meeting of January 27, 2004.  Approved.  Seiglock/Mow/5  B-04-133

 

Consent Items:              Supervisor Sieglock requested that Item #3 be pulled for discussion and that Item #6 be postponed for one week.  Supervisor Mow also indicated that he had a question regarding a consent item.

 

Chairman Ornellas stated that the scheduled presentations would be made prior to discussion of

consent  items.

                                   

9:00 a.m. -       bos – Presented Proclamation Proclaiming the Month of February 2004 as "American Heart Month”.  Doreen Bestolarides, addressed the Board on this matter.

 

9:00 a.m. -       bos – Presented Proclamation Proclaiming February 19 of Each Year as "Gunnery Sergeant John Basilone Day" and Approval of Board Letter Urging Governor Schwarzenegger to Proclaim February 19 of Each Year as "Gunnery Sergeant John Basilone Day”.  Marine Chuck Tatum, addressed the Board on this matter and distributed copies of a book he wrote about the Battle of Iwo Jima.

Chairman Ornellas announced that he would recognize a group in attendance that requested to

speak under Public Comment before proceeding on with the consent items pulled for discussion.

 

Public Comment:        Stockton Councilman Gary Giovanetti, representing a group of elected officials, addressed the Board calling upon Baxter Dunn to resign as Sheriff of San Joaquin County.  He further stated that if the Sheriff fails to resign, the group is prepared to move forward to recall him and place the matter before the voters at the next election. 

 

                                    Ralph White addressed the Board regarding statements presented by Councilman Gary Giovanetti.

 

                                    ToCan Nguyen, addressed the Board on this matter.

Consent Item:                           #3 - Kenneth Cohen, Interim Health Care Services Director, responded to Supervisor Sieglock’s question regarding future funding of the California Healthcare for Indigents Program. 

 

Consent Item:                           #6 – Supervisor Sieglock asked that this item be postponed until February 10, 2004.

 

Consent Item:                           #10 – Supervisor Mow firmly stated that he does not feel layoff notices should not be sent out to employees until after the Board has reviewed and had discussions regarding the proposed budget.  He also commented that he hoped the Board would receive better updates from the state before June 14, 2004 to keep abreast of events in Sacramento.

PUBLIC COMMENT

Rosemary Moon Atkinson, of the organization Campaign for Common Ground, informed the Board of their Vision Statement and invited the Board to attend a Public Forum regarding “How can we Protect our Communities and Farmland from Suburban Sprawl”.  The public forum is scheduled for   Monday, February 9, 2004 between 5:30 p.m. and 7:30 p.m. at the Family and Resource Center located at 509 W. Weber Street, Stockton.

 

ToCan  Nguyen, addressed the Board on various matter.

 

Reverend Bob Hailey addressed the Board regarding the Grand Jury investigation of the death of Mondez Denmon who died at the San Joaquin County Jail on September 5, 2003.
