& 3 – Pulled for discussion.
Prior to pulled consent items being discussed, Chairman Ornellas announced
that Agenda Item #1 – Discussion–General Government hopefully would be back to
be Board in a few weeks.
Consent Item: #1- Joseph Chelli, Director of Human Services Agency, and Judith Jones, Deputy Director of Program Development and Monitoring, responded to questions from Supervisors Mow and Chairman Ornellas. Supervisor Mow asked if this block grant application was just to receive monies, and if these monies were locked into the seven community centers, including Thornton. He further expressed his concern that the Delta Island Boys and Girls Club would be excluded from participation given the way the application is worded. He stated that that there is a need in south county and that he would like to see future funding for south county.
Consent Item: #1 (continued) – Supervisor Marenco stated that he has no objection to including funding for south county and stated that Larch Clover is in Tracy.
Supervisor Gutierrez stated that the Delta Island Boys and Girls Club would be an excellent candidate for CDBG funding and that he felt that there is a need is south county. He commended the Center Director at Larch Clover, as well as all of the other community center directors, in meeting the needs of the people they service. Supervisor Guttierrez suggested that perhaps prior to the next funding cycle, the Human Services Agency might identify other areas that are in need.
Chairman Ornellas asked for the definition of “funding cycle”.
Consent Item: #3
– Supervisor Gutierrez. stated that this item was before the Board in June of
2003 during budget hearings. He
explained that SAFR House was a program for the courts to place clients due to
illness of substance abuse and/or mental health rather than incarcerating
them. However, funding resources for
the program were not received in a timely fashion in order to address the
fiscal needs and to keep the program going.
Supervisor Gutierrez thanked staff for working well together and for
their efforts in making this program a success. He stated that if the situation in San Joaquin County and the
State of California improves in the future, he would like to see this
program brought back to full level.
Bruce Hopperstead, Director of Mental Health Services, stated that they
will continue to work closely with the courts and their existing resources.

Reverend Bob Hailey addressed the Board regarding
statements he made last week regarding the Grand Jury and how these statements
were reported in the Stockton Record.
He also commented there were no African-American public defenders
representation in San Joaquin County.
