BOARD OF SUPERVISORS

REORGANIZATIONAL MEETING

                                                                                                                                 MONDAY, JANUARY 5, 2004

11:00 A.M.

 

 

Invocation by Deacon John Ryan.

Pledge of Allegiance by Chairman Jack A. Sieglock.

PRESENT: SUPERVISORS ORNELLAS, MOW, GUTIERREZ, MARENCO, SIEGLOCK

Outgoing Chairman Sieglock introduced and thanked his family for all of their support.  He also thanked his Legislative Assistant Denise Warmerdam, the County Administrator, Assistant County Administrator, County Counsel, Clerk of the Board and her Deputy Clerks, Department Heads and Senior Managers.   

Chairman Sieglock outlined the accomplishments of the county during the year 2003.  He concluded his remarks by stating that San Joaquin County will continue to move forward and that he appreciated his colleagues in allowing him to serve as Chairman of the Board.

 

ELECTION OF OFFICERS:

Supervisor Leroy Ornellas elected as Chairman for the Year 2004. Mow/Sieglock/5   B-04-1

Supervisor Steven Gutierrez elected as Vice-Chairman for the Year 2003. Mow/Sieglock/5   B-04-2  

 

 

 

 

 

Newly elected Chairman Ornellas acknowledged Supervisor Sieglock’s leadership, and on behalf of the Board of Supervisors he presented him with a plaque from the Board.

Chairman Ornellas introduced his wife, mother, and sons.  He also introduced Assemblyman Alan Nakanishi, former Supervisor Evelyn Costa as well as other representatives from the various cities in the County.  He thanked the voters of the Fifth District, his family, his Legislative Assistant Scott Tyrell, county staff, and Board Members. 

 

Chairman Ornellas commented on issues and challenges for the coming year regarding the budget, employee relations, a new county water ordinance, a right to farm ordinance, the airport, health care, law enforcement, a new veterans clinic, development and growth, homeland security, land use issues, construction, the construction and location of new county facilities, job growth and economic development and a safe haven for surrendered infants.

The meeting was adjourned at 11:30 a.m. until Tuesday, January 6, 2004 at 9:00 a.m., for a Regular Meeting of the Board of Supervisors.   Sieglock./Gutierrez/5  B-04-3

 

Chairman Ornellas thanked Deacon Ryan for taking time out of his schedule to participate in the Reorganizational meeting and invited everyone to a reception in the Board Office.
