DISCUSSION - HEALTH & HUMAN SERVICES

1.                  hcs - Approval of a Consultant Services Agreement with California State University Chico Research Foundation for an Ambulance Request for Proposal Process.  Steve Ebert, Hospital Director, and Elaine Hatch, Director of Emergency Medical Services addressed the Board on this matter.  Approved Staff Recommendation.  Sieglock/Marenco/5 A-03-914

PUBLIC COMMENT

Georgiana Reichelt addressed the Board regarding the Manteca Redevelopment plan and other matters.

ToCan Nguyen addressed the Board on various matters.

Irene Sundberg addressed the Board regarding Grant Line Road and the location of Calpine Power Plant in relation to Mountain House.

Susan Sarvey addressed the Board regarding various issues relating to Mountain House.

 

BOARD OF SUPERVISORS QUESTIONS AND COMMENTS

Supervisor Marenco brought to the attention of the Board an agenda item on the City Council’s agenda of November 4 regarding for the City Centre Parking Structure and that the City is in the process of finalizing the purchase of the Guarantee Bank and the site of the County Motor Pool at the southeast corner of Channel and Hunter Streets.  Supervisor Marenco indicated that he had previously requested that the Board be informed of any negotiations.  He requested the status of this matter.  County Administrator Manuel Lopez stated that the Board did authorize staff to negotiate with the City.  Staff has taken action to have the property appraised in order to determine the value so that the County knows exactly what it has.

Supervisor Gutierrez also expressed his concerns about the County not sharing any revenue that is generated from this site.  The County Administrator assured the Board that the County has not finalized any negotiations.

Chairman Sieglock requested that a full audit of the management and the finances of the Inmate Trust Fund.

Chairman Sieglock announced that the Board would not be meeting on November 11, 2003.  He asked that the public remember the troops throughout the world, and he announced the many planned activities in the various cities in the County in honor of Veterans Day.

Supervisor Mow reminded staff of his ongoing concerns regarding the Safe Haven Abandoned Baby Issue.

Supervisor Gutierrez reported that all of the junk and trash was picked up on Golden Gate Avenue.

Supervisor Gutierrez requested that the meeting be adjourned in memory of Mrs. Daclan who recently passed away.  He stated that Mrs. Paula Daclan was very involved in the Filipino community for many years.
