BOARD
OF SUPERVISORS QUESTIONS AND COMMENTS
County Administrator Manuel Lopez responded to Supervisor Mow’s question
regarding mutual shared services with other counties, particularly when there
is an emergency need by other counties.
Supervisor Mow informed the Board of a referendum that is being proposed
by the League of California Cities as well as CSAC in terms of mandated services.
Supervisor Marenco commented on areas in the county that have been
neglected and not cleaned up. He gave background information on the
establishment of the Community Corps Program in 1999. Supervisor Marenco expressed his concerns that the intent of the
Community Corps Program/inmate work crews was not intended to supplement
private enterprise. The program was established to clean up the poor areas in
the community. However, he does not
feel this is being done. Supervisor
Marenco requested a report by November 4 or for the matter to be agendized for
the November 18 Board Meeting.
Supervisor Gutierrez also echoed Supervisor Marenco’s comments.
Supervisor Ornellas, commented on an item from last week’s agenda that he
had pulled for discussion - Item #5- Allocate One Case Manager Position for the
Transitional Case Management Program.
He stated that he did not have a problem with supporting the
position. However, he did have a
problem with HIV and HIV positive inmates who have a committed a crime in San
Joaquin county and are being paroled into this county, but who may be from
outside San Joaquin County. Supervisor
Ornellas plans to set up a meeting with Steve Ebert and perhaps Bill Mitchell
to discuss this matter further.
County Administrator Manuel Lopez introduced Joseph Chelli, as the new
Director of the Human Services
Agency. Joe Chelli thanked the Board
for their support.
