Consent Item: #3 – In response to Supervisor Ornellas, Roger Speed, Director of Health Care Services, stated that the UOP study had been conducted in 1999 and that presently there was no plan to do another comprehensive study. Mr. Speed then introduced Teresa Chen, Program Coordinator & Health Educator for the Pacific Prevention Medicine Center, who gave background and research information on acupuncture treatment services. Supervisor Marenco indicated that this service has been much more successful than treating addicts with another drug. Supervisor Mow stated that statistics have shown this program to be worthwhile. Supervisor Gutierrez asked in terms of operating the program, what could the Board do to make the program better so that future Boards could have data as to how the program is doing. Ms. Chen stated that administration and Board members could think of how to expand the program to cover the various health

issues faced by those participants of the program. Supervisor Gutierrez further asked if there was any data on how many clients had other multiple health problems other than substance abuse. Ms. Chen stated that she did have data, even though OSA does not have the monies to do thorough testing. It is less expensive to treat clients through the acupuncture treatment than through some other programs.
