Consent Item: #1 - Supervisor Ornellas expressed
his concern regarding the “Hold Harmless Agreement” in the contract and his concern
of liability issues. Supervisor
Gutierrez urged that the Board approve this item and he emphasized how this
program has helped so many young people.
He stated that everything is done to ensure the safety of all
participants. Supervisor Marenco commented
on how well the program works and that the deputy sheriffs are friends rather
than adversaries to the participants in the program. Chairman Sieglock felt that the county should discuss the
liability matter further with Stockton Unified. He also said that he would like to know what other school
districts do in comparison to Stockton Unified. Supervisor Mow felt that this type of agreement was probably
standardized, however, perhaps there had been some past history of
problems. However, Joe Chelli, Director
of Aging Community Services, stated that there has been no negative
history. Mr. Chelli also addressed the
Board on the funding and value of the program, and the partnering with Stockton
Unified. Continued to May 20, 2003.
Consent Item: #4 - In response to Supervisor Mow, Health Care Services Director Roger Speed stated that the consultant is located in Louisiana, and that for the past 12 months the consultant has been on site either 20 hours or 30 hours per week. Mr. Speed further explained the purpose of the contract and the consultant’s expertise in dealing with the revenue cycle. Supervisor Gutierrez stated that he would not support this item unless it was added to the contract of the consultant to look into the matter of the Public Health Services billing, specifically the $208,000. County Administrator Manuel Lopez stated that the Board already had received one report regarding the Public Health Services billing. However, the Board will receive another report in response to additional questions that have arisen. Chairman Sieglock suggested the Board approve Consent Item #4 and that the Board wait for a follow-up report from the County Administrator regarding the Public Health Services billing issue by the end of July. Consent Item: #5 – Supervisor Ornellas, commented that although he will support this item, he wanted to make it clear that he is not comfortable and does not like sole source contracts.
Consent Item: #8 – Health Care Service Director Roger Speed responded to Board Member questions and concerns regarding mid-year budget appropriation increases. Communications Micky Pollack commented

Consent Item: #16 – Tom Flinn, Director of Public Works addressed the Board on this matter. The public hearing date was changed to July 15, 2003 at 9:00 a.m.
Consent Item: #25 – Supervisor Marenco stated his concerns regarding this matter and said that he would not support this item. Supervisor Mow requested clarification on what the staff of the authority and the employees are receiving right now, and what they are getting with this contract. County Administrator Manuel Lopez responded that IHSS employees are employees of the beneficiaries and not of the authority, and staff is mandated by the state to be hired by the Board.
