– Chairman Sieglock stated that a letter from Connie O’Dey of SEIU had been
received by Board Members requesting that this matter be postponed and that
there were three requests to speak on this matter. However, since there was no objection by staff or Board Members,
Chairman Sieglock announced that the matter was postponed to May 20, 2003.
Consent Item: #17 -
Supervisor Mow requested clarification of the mathematical computations in the
report. Roger Speed, Director of Health Care Services and Dan Bava, Director of
the Office of Substance Abuse, responded to Supervisor Mow’s concerns. Supervisor Marenco indicated that he also
had similar concerns. Chairman
Sieglock postponed the matter for discussion on 5/13/03.
Consent Items: #3 - In response to Supervisor Marenco’s concerns, County Administrator Manuel Lopez stated that the plan the Board approved when the First 5 Commission was formed, authorized the commission to determine the project that they will pursue. However, the Board retains the authority of the execution of contracts.

– In response to Supervisor Marenco’s question, Public Works Director Tom Flinn
clarified that this matter affects only the two county landfill sites.

– County Administrator Manuel Lopez responded to Supervisor Gutierrez and
stated that if the amount of the contract is reduced then that $84,000 that we
would pay would also be proportionately reduced.

COMMENT
ToCan Nguyen addressed the Board on various matters.
Georgianna Reichelt addressed the Board regarding several matters, including her concerns of probation officers carrying guns and an upcoming Council of Governments meeting to be held on May 22 to discuss the extension of Measure K. Chairman Sieglock stated that the meeting would be publicized and open to the public to attend.
Reverend Bob Hailey addressed the Board regarding better wages for IHSS workers.
BOARD
OF SUPERVISORS QUESTIONS AND COMMENTS
Chairman Sieglock wished
all mothers a “Happy Mothers Day” on Sunday May 11, 2003.
Supervisor Gutierrez
requested a status report on Capital projects, i.e., buildings and space,
parking and cooperative efforts with the City of Stockton. Supervisor Gutierrez also referred to a
recent report the Board received from the County Administrator regarding the
County cell phone costs. He indicated
that he would like to see that cell phone expenses be further reduced in light
of the current budget situation.
Supervisor Marenco
suggested that we monitor the monies received during the period that we have a
lobbyist. He felt that if we looked at
the past two years where the County did not have a lobbyist that the monies
received would be the same or perhaps more.
Supervisor
Ornellas attended the recent Asparagus Festival and observed that there was a
helicopter circulating. However, he
could not determine if it was a media helicopter or the sheriff’s
helicopter. Supervisor Ornellas
requested that the County Administrator look into this matter.
