Consent

for discussion. Supervisor Ornellas expressed his concern of hiring contract
personnel and stated that he would prefer in-house planning staff be hired for
this project. Ben Hulse, Director of
Community Development Department, explained that that they have been trying to
hire principal planners for the last two years, one of whom would be assigned
to Mt. House. Due to the project’s
complexity, Mr. Hulse stated that the position requires more than a junior
staff member. He indicated that to date
they have been unable to hire the upper level staff. Lastly, Mr. Hulse indicated that they have had these discussions
with Mt. House for over a year of trying to obtain someone permanent.

COMMENT
Cary Martin, addressed the Board regarding the
scheduled afternoon Board agenda item of
Emergency Ambulance Services in San Joaquin County.
Frank Martinez of SEIU Local 250, Betty
Sconyers, June Robustelli, Charlene Su, Ramiro Reyes, Gregory Logo, Suzette
Munos, and Sergio Cuyno, addressed the Board regarding In-Home Supportive
Service Workers low wages and lack of benefits.
ToCan Nguyen addressed the Board on various
matters.
BOARD
OF SUPERVISORS QUESTIONS AND COMMENTS
In reference to the Asparagus Festival item on
the Board’s January 28, 2003 agenda, Supervisor Mow requested a clarification
from the County Administrator.
Supervisor Mow asked that

issues regarding the 2004 Asparagus Festival be
discussed well in advance prior to coming before the Board. County Administrator Manuel Lopez stated
that he has already discussed this matter with the Facilities Management
Director and that immediately after the 2003 Asparagus Festival, the county
will meet with the organizers.
Supervisor
Gutierrez , in addressing the In-Home Supportive Services Workers, emphasized
that he felt the Board is very sensitive to the IHSS workers concerns, and that
he understands the need to provide the appropriate compensation. However, the Board is also faced with other
difficult issues. Supervisor Gutierrez
indicated that he had some time ago asked SEIU to write a letter to the Board
requesting a workshop to talk about the issues and fiscal impact facing San
Joaquin County. He concluded that he
hoped a letter would be forthcoming from SEIU, and that the Board would engage
in such a workshop soon, and that key people from the State that have made
comments to SEIU would be invited to answer questions.
Supervisor Mow
wanted to clarify that he realizes many individuals may feel that they are
talking to a “wall” and not getting the response they would like to receive
from the Board. He explained the Public
Comment portion of the Board Agenda that affords the citizens the opportunity
to talk before the Board of Supervisors on any subject, and that it is not the
point of the agenda that would be in violation of the public hearing
process/Brown Act. However, if an item
is to be discussed openly, the matter has to be agendized so that all parties,
including the opposition, can participate.
Supervisor Mow stressed that the Board is not insensitive to their
issues and that the Board does hear their concerns and tries to make the best
decisons. Supervisor Mow stated that
there is a process occurring and that the county is in contract negotiations.
