negotiations. Angel Picon, Field
Representative/Organizer, of SEIU 250, furnished Board Members with copies of
petitions regarding the Endorsement of Support to San Joaquin County & to
the In-Home Support Services Program.
Julius Lewis distributed a communication from him to the
Board of Supervisors requesting clarification of what constitutes a public

8:34 a.m. The Board reconvened their meeting from Tuesday, January 14, 2003.
Present were Chairman Sieglock, Supervisors Ornellas, Mow, and Gutierrez, and Congressman Richard Pombo.
County staff in attendance were Manuel Lopez, County Administrator; Terry Dermody, County Counsel; Lois Sahyoun, Clerk of the Board; Rosa Lee; Assistant County Administrator; Denise Warmerdam, Legislative Assistant to Chairman Sieglock; and Scott Tyrrell, Legislative Assistant to Supervisor Ornellas.
Congressional staff accompanying Congressman Pombo were Doug Heye, Marla Sousa, Erika Tereguson, Jessica Carter, Nicole Goehring and Robert Gutierrez.
Board Members discussed the following areas of concern with Congressman Pombo:
· The anticipated effect on counties as a result of the State Budget deficit.
· Stockton Metropolitan infrastructure.
· Funding for San Joaquin General Hospital.
· Transportation issues.
· Health care costs.
· Welfare reform.
· Medicare reform.
Congressman Pombo informed Board Members of Federal Legislation. He urged the Board to communicate with their elected State representatives regarding local matching funds for transportation funding. Congressman Pombo furnished a copy of his 2004 Appropriations and Transportation Reauthorization Request Form and requested that the County submit it by February 7, 2003.
