Consent Items: #23, 25, 27 & 31 - Pulled for discussion.

Consent Item: #23 – Supervisor Marenco asked for a clarification regarding the

figures outlined in the staff report and Chairman Mow asked if

this was to address the affordable housing needs in this county,

and to see which community does not meet those requirements.

The Community Development Director clarified the statistics and

indicated that this information would be given to each of cities in the county. Each of the cities will have to produce a revised housing

element for the General Plan that has to be submitted to HCD by

2003.

Consent Item: #25 – Supervisor Marenco stated that fees for the Asparagus

Festival to be held at Oak Grove Park should be paid prior to

going into negotiations. He also expressed his concern in the

cleanup after the event and indicated that there should be a penalty

fee assessed if the deadline is not met. The Facilities Management

Director stated that there was a penalty assessed this year as the

deadline for cleanup was not met.

 

 

 

 

 

Chairman Mow stated that he concurred with Supervisor Marenco

and that there needs to be full recovery from damages that are done

to the park. He also felt that the Oak Grove Nature Center should receive monies from the profits of the Asparagus Festival and that this should be a condition of the contract.

Supervisor Gutierrez asked the Facilities Management Director if the

Oak Grove Nature center received any funds that are generated from the Asparagus Festival and he said no. Supervisor Gutierrez felt that the nature center could use the funds.

Consent Item: #31 – Supervisor Marenco brought to the attention of staff a driveway

off Mountain Road owned by a farmer who has only one entrance and

one exit to his property. The Mountain House Community Services

Director indicated that the farmer would be contacted.

DISCUSSION - GENERAL GOVERNMENT

  1. bos - Discussion of Produce Stand Ordinance. Ben Hulse, Director, Community Development Department; Susan Julian, Clint Burgess and Jackie Winters, addressed the Board on this matter. Oral Discussion. The Board asked that the fruit stand owners submit in writing specific changes they would like to see in the ordinance.

PUBLIC COMMENT

Luanne Serafine and Leah Baker addressed the Board regarding the San Joaquin County nurses strike.

Nicholas Krueger, an employee of the Emergency Room at San Joaquin County Hospital, addressed the Board regarding the recruitment of nurses to fill positions that remain either vacant or currently filled by traveling nurses.

BOARD OF SUPERVISORS QUESTIONS AND COMMENTS

Supervisor Marenco expressed his concerns of the ongoing problems at Mary Graham Children’s Shelter. Specifically, the most difficult children are not being separated from the other children. He suggested that a meeting be held with the judges and the Probation Department.

Chairman Mow indicated that a new Chief Probation Officer will be hired shortly. He also stated the issues at Mary Graham Children’s Shelter need to be revisited.

Supervisor Gutierrez suggested that a task force be considered and that the County Administrator should be the person to oversee the Mary Graham Children’s Shelter.

The County Administrator informed the Board that an update report would be forthcoming in mid-August.
