PUBLIC COMMENT

ToCan Nguyen addressed the Board on various matters.

Luann Serafine, a registered nurse who is currently employed in the San Joaquin General Emergency Department and Lodi Memorial Emergency Department, addressed the Board regarding issues facing the county’s Emergency Medical Services System.

Jerry Metzler, a registered nurse for San Joaquin County addressed the Board regarding a fair and equal contract package that will keep the nurses in San Joaquin County. He pointed out that recruitment and retention is horrific.

Mark Schweyer, addressed the Board on a number of issues regarding the County Hospital and distributed a letter that he had sent to the Stockton Record.

Elenor Bursek, a registered nurse in the Emergency Room at the County Hospital, addressed the Board requesting a reasonable and fair salary compared to other hospitals in the county.

Carla Meckler, a certified emergency nurse at the County Hospital, addressed the Board regarding the salary package offered by the County.

Luis Magana addressed the Board regarding the consumption of illegal alcoholic beverages by workers in the fields that pose a danger not only for the safety of the farm workers, but to all other citizens that drive on the roads and highways of San Joaquin County. Mr. Magana emphazised that there has been more accidents on the agricultural farms as a direct result of illegal sale of alcohol. Mr. Magana requested the Board to intervene in obtaining the appropriate agency for assistance in this matter. He said that the Sheriff’s Department was to look into this matter for a possible solution. However, to date, no action has been taken.

Monty McFall addressed the Board regarding the Produce Stand Ordinance. He requested that the board revisit the present ordinance to consider a text amendment with the goal of making the ordinance enforceable and with a goal of helping people stay in business.

Lucy Cecilia Paredes, a registered nurse for St. Joseph’s Center, addressed the Board to express her concern that San Joaquin County needs to explore a way to dispose of all medical waste, and sharp hazardous materials. She submitted a copy of a Public Health Services Notice regarding this matter.

BOARD OF SUPERVISORS QUESTIONS AND COMMENTS

In response to Mr. Magana’s and Ms. Gonzales’ comments, Chairman Mow stated that it was his understanding that a permit was necessary to sell alcohol. He asked the County Administrator to look into this matter to see what regulation governs this area.

Supervisor Gutierrez responded to Mr. Magana’s comments by informing the Board that he along with a representative from the Sheriff’s Department and the California Highway Patrol met with Mr. Magana. Supervisor Gutierrez explained that many times it is not the labor contractor selling beer, it is someone who brings an ice chest containing beer and other drinks to the fields. The water that may be available to the workers is located at a distance but in compliance with the labor law. Technically there is no violation of drinking beer in the fields. The property owner may have some authority in this area. If the Highway Patrol were to be involved, they would have to witness individual(s) drinking in a car for it to be a violation.

Supervisor Gutierrez stated that in order to resolve this matter, all parties involved need to meet and to come up with a solution.

Supervisor Bedford stated that he continues to receive numerous calls from people regarding the Produce Stand Ordinance. He commented that hopefully the Board could resolve the matter through a text amendment or a redrawing of the ordinance.

Supervisor Marenco said that he had distributed an article from the Modesto Bee to each of the Board Members that indicated a Calpine Air Quality Mitigation proposal would be presented to the California Energy Commission (CEC) on Friday, July 19. He requested staff to confirm as to whether or not there was a meeting, and if so, he asked that a copy of the proclamation the Board previously passed in opposition to the plants be sent to the CEC. Chairman Mow asked Counsel if this request was at the Chairman’s discretion and County Counsel confirmed that it was. The County Administrator stated that he would find out the time and date of the hearing and provide the information to the Board.
