Consent Item:                           #5 - Pulled for Discussion.  Supervisor Gutierrez pointed out that this travel request did not adequately report as to why the request was submitted late.  He stated that Consent Calendar #10 was a good example of clarifying a late travel request.  Carol Bedell, Business Manager for the Probation Department and Teresa Amador, Probation Unit Supervisor in charge of training, were present regarding this matter.  Carol Bedell explained recent actions their department took in order to prevent late travel requests.

DISCUSSION - GENERAL GOVERNMENT

1.                  cao - Presentation Regarding Annexation Process of Unicorporated Areas Surrounded by the City of Stockton (Island Annexations). Manuel Lopez, County Administrator, Bruce Baracco, Executive Director of LAFCo, and Georgianna Reichelt, addressed the Board on this matter. No Action Taken.

PUBLIC COMMENT

Geogianna Reichelt addressed the Board regarding her concerns with respect to a public hearing on Zone Reclassification Application #ZR-01-3 which was before the Board on May 28, 2002, and on the membership makeup of the San Joaquin County Planning Commission.

 

ToCan Nguyen addressed the Board on various matters.

 

BOARD OF SUPERVISORS QUESTIONS AND COMMENTS

Supervisor Gutierrez brought up the matter of the existing unsanitary condition of the public restroom in the Canlis Building.  He indicated that to date, there hasn’t been any  action to correct this situation.  Supervisor Gutierrez emphasized that something must be done and requested the County Administrator look into the matter.     

 

CLOSED SESSION

At 1:45 p.m., the Board recessed for lunch.  At 2:15 p.m., the Board reconvened into Closed Session to discuss those items listed under the 6/4/02 Agenda Closed Session Section, except for Public Employment, California Government Code Section 5947, Title: Director of Child Support Services which was continued to Closed Session on Thursday, at 2:00 p.m. June 6, 2002.
