BOARD
OF SUPERVISORS QUESTIONS AND COMMENTS
Referring
to Georgianna Reichelt’s request from a previous Board meeting for information
on the requirements of candidates running for office, Supervisor Marenco
indicated that he would make a formal request to obtain the information in a
report to the Board. Supervisor
Gutierrez stated that at his request, he received a response from the Registrar
of Voters citing sections from the California Elections Code. However, he felt that the information
provided did not fully answer Ms. Reichelt.
Therefore, Supervisor Gutierrez said that he would furnish the Registrar
of Voters with the transcribed minutes of that section of the Board meeting in
which Ms. Reichelt spoke so that a clear reply could be given to her. Supervisor Gutierrez also suggested that the
Registrar of Voters might follow up with the Secretary of State’s office.
In
order to prevent a casino being allowed through the “back door” under the current
County Ordinance Code, Supervisor Marenco requested staff to look into the
matter of including in the County’s Ordinance Code a section that would make it
clear to any applicant that a specific zoning request would be required in a
zoning change.
Although
a very detailed travel report was previously given to the Board for review,
Supervisor Marenco requested a more simple travel report list be compiled by
department to include name of person(s) traveling, purpose of travel,
destination, cost to the county, and cost to any another public agency such as
Council of Governments, etc. The County
Administrator indicated that rather than re-doing a travel report for a
different time period, he would utilize the previous travel report to create a
report as the data does not change significantly from year to year. Supervisor Marenco directed that the County
Administrator obtain the base figures for the last three years and select one
of those years for the detailed information, including government-related agencies.
Supervisor
Marenco brought to the attention of the Board two matters regarding Mountain
House. In reference to recent staff
reports the Board received regarding a contract for Mountain House Fire
Services, Supervisor Marenco asked that this matter be placed on a future
agenda for a full report to the Board and that the California Department of
Forestry, Tracy Rural Fire Department, City of Tracy, and Mountain House staff
be invited before any decision is made.
On the second matter, Supervisor Marenco referred to a copy of a letter
that the Board Members received, addressed to the Community Development
Director from the law firm of Remy, Thomas and Moose, in Sacramento, regarding
Existing Subsurface Mineral Rights.
Supervisor Marenco asked that County Counsel report back to the Board
with information as to what this means to Mountain House.
Supervisor
Bedford informed the Board that he had attended a meeting on May 20. He
reported that the Tracy Rural Fire Department has an existing agreement with the
Mountain House Community Services District and both parties want to honor
it. However, there is going to be a
joint meeting with the City of Tracy on May 21. Supervisor Bedford indicated that he would be attending that
meeting. He also stated that he concurs
with Supervisor Marenco that all parties should be invited to discuss this
matter at a future Board meeting.
Supervisor
Gutierrez referred to Consent Calendar #7 for attendance at an out-of-state a
conference on Reduction of Food Stamp Error Rates in Springfield,
Illinois. The staff report indicated
high case loads. It was Supervisor
Gutierrez’s understanding that caseloads have gone down. He would like a report on the status of
caseloads since the CALWORKS program began to date and how the issues are being
addressed.
Another
major concern of Supervisor Gutierrez is whether or not those individuals who
travel to these conferences are returning back to share and train other staff
members. He has been told that this is
the case. He has asked in the past to
be invited to one of these training sessions, however, to date he has not
received any invitation.
Supervisor
Gutierrez emphasized that the County Administrator needs to direct his staff to
validate information coming before the Board to see that it is accurate and
defensible.
Vice
Chairman Sieglock asked when staff would be providing the Board more detailed
information on the impact to the county with regard to the statistics in light
of major reductions such as in MediCal eligibility. The County Administrator indicated that there would be an oral
report to the Board on Tuesday’s Board Meeting on May 28, 2002.
