1.                  info/systems - Request to Release "Access" Phase 1 Report - - "Connecting San Joaquin County."  Clark Bennett, Information Systems Director, and Kathy Halsey, Director of External Affairs for SBC Pacific Bell, addressed the Board on this matter. 2.                  cao – Report on Classification Studies. Manuel Lopez, County Administrator, ToCan Nguyen, and John D. Phillips, District Attorney, addressed the Board on this matter. Approved Staff Recommendation.  Marenco/Sieglock/5  B-02-464 

3.                  cdd – Discussion of Joint City-County Planning for West Tracy. Ben Hulse, Community Development Director, Carolyn Sue Crook, Peter Nusser, Betty Galli, Rosemary Moon Atkinson, Mary Souza, and ToCan Nguyen, addressed the Board on this matter. Approved Staff Recommendation and Directs the Community Development Department to: (1) Schedule a presentation to the Board of Supervisors by the Northwest Tracy/Old River Specific Plan Consultant to Summarize Progress to date; (2) Provide a letter explaining the current status of the project to the Northwest Tracy/Old River Specific Plan Property Owners; (3) Meet with City of Tracy Staff to develop a memorandum of understanding to be approved by the City Council of the City of Tracy and the Board of Supervisors.  This memorandum of understanding would provide for a joint effort for infrastructure planning.  Include Supervisors Bedford’s Legislative assistant in all such meetings and provide the Board of Supervisors with a summary memo; and (4) Conduct monthly progress discussions with the Board of Supervisors on the progress of the Northwest Tracy/Old River Specific Plan and schedule additional discussions as needed.  Gutierrez/Marenco/5 B-02-467
