9:00 a.m. - bos – Presented Proclamation Designating the Month of April 2002 as Sexual Assault Awareness Month to Joelle Gomez, Executive Director of Women’s Center of San Joaquin County.

11:00 a.m. - h/r - Accept with Modification the Hearing Officer's Recommendation Regarding the Complaint Filed by Service Employees International Union (SEIU) on Behalf of Marie Hittle-District Attorney's Office. Don Turko, Director, Human Resources Department, addressed the Board on this matter. The Board directed the Human Resources Director and SEIU to meet and discuss lateral transfer opportunities for Ms. Hittle and report back to the Board on May 21, 2002 with a recommendation. PUBLIC COMMENT

Victor Bitar addressed the Board regarding his business of Advance Plastic Technology at 815 S. Union Street.

Jose Bernardo presented a Certificate of Appreciation and a plaque on behalf of California Housing Corporation Development to Supervisor Dario Marenco for his community involvement.

ToCan Nguyen addressed the Board on various matters.

BOARD OF SUPERVISORS QUESTIONS AND COMMENTS

Supervisor Marenco expressed his concerns and raised several questions with respect to a memorandum recently received by Board Members from Community Development Director, Ben Hulse, regarding the North West Tracy Old River Specific Plan. The County Administrator indicated the he would meet with Mr. Hulse and report back to the Board on April 16, 2002 to address the issues raised.

Supervisor Gutierrez shared his serious concerns in learning of the recent hiring of a director for the Mary Graham Children’s Shelter prior to the unresolved issues that needed to be addressed and reviewed by the Board. Supervisor Gutierrez further stated that he has requested the County Administrator, with assistance of County Counsel, to furnish information to the Board with respect to its authority in overseeing the management of the shelter. Supervisor Gutierrez hoped that two weeks would be ample time for the matter to be brought back to the Board.

Chairman Mow and Supervisor Marenco also expressed concerns regarding this matter.

Chairman Mow gladly reported that as a result of the citizens of our community "fronting the monies" for the SJAFCA, the flood control agency has received a check for $7 million from the Army Corps of Engineers. Chairman Mow indicated that to his knowledge these monies would be reimbursed to the citizens who helped pay for this funding.
