BOARD
OF SUPERVISORS QUESTIONS AND COMMENTS
Supervisor Gutierrez requested that the Human
Services Agency General Relief matter be placed on the agenda for the 4/9/02
Board meeting.
Supervisor Marenco brought to the attention of
the Board a letter he received from the Union Planning Mill in regards to the
Mary Graham Hall Children’s Center construction project. The union expressed their concern of a trend
of awarding high profile projects in our area to non-local contractors and
subcontractors, and the perception of local union employees that their work is
not appreciated in our community.
Supervisor Marenco stated that he is aware that there are limitations in
terms of restricting only local preferences, however, he feels that this union
should be given an opportunity to bid on a job in our county, given the fact
that this union has worked hard to take hire welfare-to-work recipients and
train them.
Supervisor Mow asked if the County Administrator
and County Counsel could explore some of the legal issues with respect to this
matter.
County Counsel Terry Dermody stated that Supervisor Marenco was correct when referring to limitations on local hiring. However, the welfare-to-work component would be an area to explore and report back to the Board.
County Administrator Manuel Lopez indicated that
coincidentally he recently had similar discussions with the County Purchasing
Agent who could look into this matter and provide the CAO with a report. Chairman Mow stated that the report include
a minority hiring portion.
Supervisor Gutierrez also requested that the
County Administrator check with the Purchasing Agent if the Board could receive
a report on how much monies are being spent in San Joaquin County and outside
of San Joaquin County.
The County Administrator stated that the County
does have a credit card procurement system in place and that an update report
to the Board probably would be forthcoming in the next two to three weeks. The report would provide a snapshot of what
the county is doing.
Supervisor Marenco brought up the matter of the
number of change orders that occur on a project. He expressed his concern over unfair competition practices that
may be occurring prior to the submission of bids. The County Administrator discussed this matter further, citing an
example in many projects.
Chairman Mow indicated that he has received
complaints regarding the restriction of the public using the parking lot of
Pacific State Bank who are conducting business at the County Recorder’s
Office. Chairman Mow did not know if
this was a problem or if the “no parking” was part of the lease agreement. The County Administrator was not familiar
with this issue, however, he said that he would look into the matter.
Chairman Mow also
stated that he received a fax from U.S. Senator Barbara Boxer announcing the
availability of grant money from the U.S. Department of Justice dedicated to
violence or victims of domestic violence that he would pass on to the County
Administrator for appropriate action.
