REORGANIZATIONAL

A.M.
A moment of silence was held for the father of
Mary Ann Chiu, Board Secretary and Bill St. Clair, citizen of the community who
frequently attended the Board of Supervisors weekly meetings who recently
passed away.
Invocation by Deacon Bill Sousa, Social Justice
Coordinator, Roman Catholic Diocese of Sacramento.
Pledge of Allegiance led by Supervisor
Gutierrez.
Present: Supervisors Bedford, Mow, Gutierrez,
Sieglock, Marenco
Supervisor Gutierrez spoke regarding his
proposal of establishing a policy of ascending numerical sequence for both the
Chairman and Vice Chairman beginning 2002.
Supervisor Gutierrez felt this policy was fair
and in the best interest of the Board and future Boards.
Therefore, he made a motion to recommend
Supervisor Mow as Chairman and Supervisor Jack Sieglock as Vice-Chairman.
Supervisor Mow expressed out of respect for
Supervisor Gutierrez and to set the process straight, he would support the
motion.
Supervisor Sieglock stated that although he
would support the motion, he felt that the Board should have discretion in
selecting the chairman. He added that a
new person on the Board needs experience and that the chairmanship goes beyond
conducting meetings. Additionally,
Supervisor Sieglock indicated he would not support the change in the Board of
Supervisors rules when the matter comes back before the Board the following
week.
Supervisor Marenco commented that in order to
eliminate any out of order sequence, he would support the motion.
Supervisor Bedford thanked Supervisor Marenco
for his leadership as Chairman during 2001.
Chairman Dario L. Marenco thanked his
Legislative Aide Joanne White, Clerk of the Board Lois M. Sahyoun and staff,
Board Members, and County Departments for their support during his tenure as
Chairman.
The Board directed County Counsel to prepare and
submit to the Board for its consideration revised rules which would eliminate
the two term prerequisite for service as Chairman and which would provide for
numerically sequential rotation among Board Supervisorial Districts as basis
for the eligibility for election as the Board’s Chair and Vice Chair. A motion was made to bring back the matter
of a Resolution amending the existing Board of Supervisors Rules of Procedure. Gutierrez/Bedford/5 B-02-3

Incoming Chairman Mow thanked the Board and stated he looks forward to 2002. He commented that the County faces many challenges in the upcoming year, particularly because the county will have to continue maintaining a capable level of service with less revenues from the State. Chairman Mow cited that the County must continue its interest in the following areas: Working and partnering with cities for smart growth and agriculture preserve, economic development and bringing jobs to San Joaquin County; public safety; our water supply and air quality; and affordable health care to those people that are in need. Chairman Mow stated to all county employees that we need to work together as a team, and he requested the assistance of Department Heads and other Members of the Board. He concluded by saying that he looks forward to working with staff and thanked past Chairman Marenco for his efforts.

There being no further business to come before
the Board, the meeting was adjourned at 11:45 a.m until Tuesday, January 8,
