9:00 a.m. - eedd - Summer Youth Awards Ceremony (Outstanding Supervisor and Outstanding Participant) John Solis, Executive Director of Employment and Economic Development Department presented Certificates to Summer Youth Participants, Daniel Riberon, Shiira Demery, Eric Scott; Angelique Olivares and Sheina Johnson.  Worksite Supervisor’s Certificate of Recognition were presened to Levitia Taylor, Gerald Watson, Hugh Campbell, Lamonte Lopstain, Leo Delcarlo, and Noe Salcedo.  The Outstanding Supervisor of the Year was presented to Carol Littlejohn of Lots of Tots Agency.

9:00 a.m. - cao - Report on Commission on Status of Women's Request for County Sponsorship. Beverly McCarthy, Bonnie Mansfield, and ToCan Nguyen, addressed the Board on this matter.  The Chairman directed the County Administrator to meet with the County EEOC Officer, the Human Services Agency Director and Ms. Bev McCarthy to thoroughly examine the three options presented to the Board, including discussions of any possible duplication and budget issues, and to report back to the Board with more information.

9:30 a.m. - cao - Presentation Regarding Application of GWF Energy, LLC to the California Energy Commission for the Tracy Peaker Project. Attorney Michael Hakeem, of Hakeem, Ellis & Marengo, and  Doug Wheeler, Vice-President  of GWF Power Systems Company, LLC addressed the Board on this matter.   No Action Taken – Oral Presentation Only.

DISCUSSION - HEALTH & HUMAN SERVICES

1.                  hsa - Discussion and Consideration of Options for Temporary General Relief Housing. Joe Chelli, Director of Aging and Community Services, addressed the Board on this matter.  Approved Staff Recommendation.  Gutierrez/Mow/4  Sieglock/No                B-01-1299.  

Further the Chairman directed the Community Development Director to prepare a letter for his signature to the Federal Housing & Urban Development Deparment to request a meeting with them in order to inform them of the emergency housing situation that currently exists due to the displacement of tenants in the downtown Stockton Hotels as a result of the City of Stockton code enforcement actions and to explore financial avenues.

ToCan Nguyen addressed the Board on various matters.

BOARD OF SUPERVISORS QUESTIONS AND COMMENTS

Supervisor Gutierrez stated that he was informed that a meeting was being held on the afternoon of 9/25/01 at Mental Health regarding the staff/client ratio.  This subject was an area of concern that he had discussed in this year's budget hearings.  Staff was requested to report back to the Board as to what steps will be taken to address this issue.

Supervisor Gutierrez also questioned the feasibility of the San Joaquin General Hospital having its own Human Resources Department rather than being under the County's main Human Resources Department.  The County Administrator was directed to look into the matter and report back to the Board.

Supervisor Mow asked if the County has procedures in place should any county employee, who is in the military reserves or the National Guard, be called to perform military service.  He pointed out that if vacancies occur as a result of this action, the county would have to fill those essential and vital positions on a temporary basis.  County Counsel said that the Board would be provided with material that is being sent to all county  department heads with respect to the obligations the county has in this regard.
