COUNTY ADMINISTRATOR’S REPORT -

David Baker presented the Board of Supervisors with a handout of Tentative Policy Guidance and discussed funding for the following:

County Administrator’s Budget: Hiring a federal lobbyist to represent San Joaquin County; Adding an Office Assistant III Position to staff the Public Information Booth;

U.C. Cooperative Extension’s Budget: Hiring an Ag Field & Lab Technician Position to provide year-round support for academic advisors;

Human Services Agency Budget: Request to defer Resolution R-88-1061 to adjust General Relief rental rate;

Non-County Organizations: Stockton/San Joaquin Convention & Visitors Bureau Request for Funding.

Recommended fund balance management guidelines.

GENERAL GOVERNMENT #1:

Supplemental funding request of County Administrator’s Office for the funding of a federal lobbyist. APPROVED AS A 2-YEAR PROJECT, WITH ANNUAL REVIEWS. Sieglock/Simas – 3, Gutierrez & Marenco – No. B-99-812

EDUCATION #2:

FUND BALANCE MANAGEMENT #5:

The following guidelines for departmental budget change requests that occur after budget adoption were:

  1. Requests are to be minimized;
  2. Requests are to be revenue offset; and
  3. Non-revenue offset requests are to be limited to emergencies or to the support of critical Board priorities.
