NAME: RESOURCE CONSERVATION DISTRICT (AN INDEPENDENT SPECIAL DISTRICT WITH BOARD MEMBERS APPOINTED BY THE BOARD OF SUPERVISORS)

COMPENSATION: None.

LEGAL AUTHORITY: Division 9 of Public Resources Code; Ordinance #3786 dated 4/26/94.

MEMBERSHIP, QUALIFICATIONS,& RESIDENCY REQUIREMENTS:

A) Directors shall be registered voters of the State.
B) Directors shall (1) Reside within the District & either own real property in the District or alternatively have served pursuant to the District’s rules, for 2 years or more as an Associate Director providing advisory or other assistance to the Board of Directors, Or (2) Be a designated agent of a resident landowner within the District.

TERM: 4 Year Terms.

DUTIES:

A) To promote resource conservation in rural San Joaquin County. Primary areas if focus are irrigation water conservation, providing soil survey information, water quality management, conservation education, land use, & endangered species legislation.
B) To study conservation issues & make recommendations to Elected Officials. Assistance to the District is provided by the U.S. Department of Agriculture, Natural Resources Conservation Service (MRCS), through a Memorandum of Understanding. As an Independent Special District SJCRCD may own, lease, or otherwise acquire property, levy assessment (a power not exercised by SJCRCD), enter into contracts, hire staff, initiate proceedings to add or remove lands from the District, sue & be sued.

MEETING DATE & LOCATION: 3rd Thursday of each month at USDA Conference Room, 1222 Monaco Court, #23, Stockton, CA, at 11:00 a.m. (Or Special Meetings if required).
