SAN JOAQUIN COUNTY BOARD OF SUPERVISORS-(Elected)

The Board is mandated by law and is responsible for insuring the public trust through representative government. As the governing body of the county, the Board sets county and public policy, adopts ordinances and resolutions, appropriates funds and levies fees, represents citizens in state and federal government matters, plans land use and determines zoning for the unincorporated areas, represents the public on county commissions and boards, and works with constituents to resolve problems and issues.

OFFICE OF THE COUNTY ADMINISTRATOR
Manuel Lopez - (Appointed)

Serves as the chief administrative officer of county operations; directly controls some departments and programs and coordinates and advises others; acts to enforce ordinances, policies and rules and regulations as adopted by the Board of Supervisors; advises and makes recommendations to the Board of Supervisors on a vast number of subjects; drafts resolutions, ordinances and weekly agendas; supervises the preparation of the annual county budget and monitors departmental and agency expenditures throughout the fiscal year.

FACILITIES MANAGEMENT

Responsibilities include space and facility planning and building repair and maintenance. Also responsible for development and maintenance of county parks and recreation programs in the unincorporated area of the county. Coordinates public, commercial and private recreation developments. The Labor Relations Division negotiates labor contracts and processes complaints, conducts meet-and-confer sessions and joint labor management meetings, advises county departments on disciplinary actions and counseling matters, and recommends policy and procedures for employer-employee relations.

AGRICULTURAL COMMISSIONER'S OFFICE
Scott Hudson, Agricultural Commissioner/Sealer of Weights and Measures - (Appointed)

Protects and promotes the agricultural industry of the county. Responsible for planning, organizing, and directing the work of the department-employees engage in inspection, weed and pest control, and enforcement of the agricultural code. Works with the state Director of Agriculture. Also administers the Animal Control Division of the department. Checks the accuracy of all weighing and measuring devices in the county at least once a year to see that these meet state standards. Reviews and investigates complaints of suspected short weight or measure involving fraud.

ASSESSOR-RECORDER-COUNTY CLERK
Gary Freeman - (Elected)

Directs the activities in the appraisal and assessment of real and personal property for taxation purposes. Reviews complaints and appeals for relief. Plans long-term programs for appraisals and assessments. The Assessor locates, lists and appraises accurately every piece of property in the county. The Recorder is responsible for recording births, deaths, marriages, transfers of title to property and many important personal declarations. Indexes of all documents recorded must be kept. As County Clerk, files and records fictitious name statements; issues marriage licenses; assists in passport applications; maintains all case files and court records; processes legal documents.

AUDITOR-CONTROLLER
Adrian Van Houten - (Elected)

The functions of this department are mandated by law. Duties include maintenance of accounting records, preparation of financial reports, auditing, processing payments and payrolls, and a wide variety of accounting support to county operations.

STOCKTON METROPOLITAN AIRPORT
Steven Hicks, Airport Manager - (Interim)

Plans and directs the county aviation program for Stockton Metropolitan Airport. Performs a variety of administrative, supervisory and public relations functions related to maintenance and extension of airport facilities to private, commercial and governmental aircraft in conformity with local, state and federal regulations. Negotiates contracts, enforces air traffic and safety regulations.

COMMUNITY DEVELOPMENT
Kerry Sullivan, Director - (Appointed)

The Building Inspection and Development Services Divisions protect the public health and safety by regulating new building construction, inspecting existing buildings, administering the Uniform Fire Code, investigating fires, and by reviewing and regulating all new development projects, as provided for in local and State law.
The Planning Division assists the Planning Commission and the Board of Supervisors in the areas of comprehensive planning and community development, including preparation, maintenance, and implementation of the General Plan, as mandated by Government Code 65100 et seq.

COUNTY COUNSEL
David E. Wooten - (Appointed)

Provides a variety of legal services to the Board of Supervisors, county departments, and special districts. This office also acts as legal advisor to various boards and commissions, and prosecutes or defends all court actions of a civil nature involving the county.

DEPARTMENT OF CHILD SUPPORT SERVICES
Judith Grimes - (Appointed)

The Department of Child Support Services (DCSS) serves the public by ensuring that children receive the financial support to which they are legally entitled. DCSS also serves taxpayers by helping families become self-sufficient and recouping aid to families with dependent children from non-custodial parents. DCSS is committed to providing timely, competent and professional services that are cost-effective and respond to community needs.
Every child has the right to emotional and financial support from both parents. Under California law, anyone who becomes a parent automatically assumes the financial responsibility of providing for his/her child. Single mothers and fathers continually struggle with the serious and complicated challenge of raising their children. In many cases, custodial and non-custodial parents work together to help provide both emotional and financial support to their children, but many do not.
DCSS provides services to assist parents in collecting child support and in securing health insurance coverage for their child(ren). DCSS is the local child support enforcement agency.
Any parent caring for a child who cannot get needed support assistance from the other parent, is eligible for help.
DCSS provides its services free of charge to all custodial and non-custodial parents, whether or not they receive public assistance. The only requirements are that you have physical custody of the child and cooperate with us in working your case.

DISTRICT ATTORNEY
James P. Willett - (Elected)

Public prosecutor for violation of state laws and local ordinances in all courts in the county. Legal advisory to the Grand Jury. Investigates and prosecutes welfare fraud, abuse and consumer fraud.

EMPLOYMENT AND ECONOMIC DEVELOPMENT
John Solis, Director - (Appointed)

The Employment and Economic Development Department (EEDD) provides employment, training, education, and economic development services throughout the county. It serves as staff to the Workforce Investment Board (WIB), the San Joaquin County Economic Development Association (EDA), and the Revolving Loan Fund. Employment and training services for the California Work Opportunity and Responsibility to Kids Act (CalWORKs) program are also provided under a cooperative agreement with the Human Services Agency (HSA).

ENVIRONMENTAL HEALTH DEPARTMENT
Donna Heran, Director - (Appointed)

The Environmental Health Department (EHD) enforces local, state and federal laws and regulations in order to maintain a healthy environment for residents of San Joaquin County. Inspection activities are performed by Registered Environmental Health Specialists (REHS) and Registered Dairy Inspectors (RDI) in 24 program areas, including: the regulation of water well and septic system construction; food facilities, such as restaurants, markets and mobile food vehicles; public swimming pools and spas; labor camps; hotels/motels and substandard housing; sanitary landfills; underground storage tanks; public water systems; dairy farms; hazardous and infectious waste handling; clean up of contaminated sites; and, emergency response.

HEALTH CARE SERVICES
Kenneth B. Cohen, Director - (Appointed)

Responsible for administration of four major divisions of Health Care Services: San Joaquin General Hospital, Mental Health Services, Public Health Services, and Office of Substance Abuse. SJGH offers outpatient clinics and in-hospital care. Outpatient, education, rehabilitation and consultant services are provided to mental health patients. Office of Substance Abuse offers a wide array of prevention and treatment services and administers Proposition 36. Public Health Services includes maternal, prenatal care, child health, and nursing.

HUMAN SERVICES AGENCY
Joseph E. Chelli, Director - (Appointed)

Administers aid to children, the needy, the handicapped, and the neglected. Administers county adoption agency and licenses boarding homes for children and the aged. Responsible for county general relief program. Determines eligibility for food stamps and medical care under the CalWORKs program. Operates Mary Graham Children's Shelter, a temporary home for dependent children. Serves as the Area Agency on Aging to carry out mandated provisions of the Older Americans Act on the local level. Administers the Community Action Agency as the official anti-poverty agency for the county.

PROBATION
Chris Hope, Chief Probation Officer - (Appointed)

Administers comprehensive programs of adult supervision and juvenile delinquency prevention and control. Plans and directs the operations of Juvenile Hall.  Receives referrals from courts, provides information concerning the background of individuals and develops and recommends programs for rehabilitation.

PUBLIC DEFENDER
Jim Larsen - (Appointed)

Represents people who are financially unable to obtain a private defense lawyer when charged with the commission of any contempt or offense triable in the San Joaquin Superior Courts. Has responsibility to represent indigents in some civil matters.

PUBLIC WORKS/SOLID WASTE
Thomas R. Flinn, Director - (Appointed)

Responsible for the maintenance, reconstruction and construction of 1,768 miles of county roads and highways and more than 307 county bridges. The department also is responsible for flood control and drainage, reviews all subdivision development plans, maintains and operates county sanitary landfills, sewage disposal plants and domestic water system.

REGISTRAR OF VOTERS
Austin Erdman - (Interim)

Registers all voters and maintains registration records; conducts federal, state, county, city, school, and special district elections; maintains street and precinct indices for elections; collects filing fees; and certifies candidates' filing papers.

SHERIFF-CORONER-PUBLIC ADMINISTRATOR
Steve Moore - (Appointed)

Serves as the basic law enforcement officer of the county. Is responsible for apprehending criminals, protecting life and property and recovering lost or stolen property. Deputies also serve as bailiffs for the Superior Court. The Sheriff is in charge of prisoners and operates the jail in French Camp. The Sheriff-Coroner also serves as the Public Administrator responsible for holding, guarding and properly dispersing private property temporarily without an owner or guardian. The principal duty is as appointed public executor for an estate of any person who died intestate or without designating an executor in order to protect the rights of both creditors and heirs. Administers estates when the will names no executor and the heirs live outside the state.

TREASURER AND TAX COLLECTOR
Shabbir A. Khan - (Elected)

The functions are mandated by law. Responsible for collecting property taxes for all public agencies, inheritance taxes, licensing fees, and other taxes and the safe keeping of all money belonging to the county. Duties include the custody and control of all securities of the county and securities placed as collateral for deposit.

VETERANS SERVICE
Ron Green - (Appointed)

Provides services to veterans of all wars by assisting them in securing benefits to which they may be entitled. Advises, counsels and files claims for veterans and their dependents or beneficiaries for benefits provided by Federal and State governments. Arranges for hospitalization in veterans' facilities.

COOPERATIVE EXTENSION
Mick Canevari 

Provides scientific information and practical assistance to residents in areas of agriculture, home economics, youth and community resource development to improve the quality of life and productivity in the work place. The department is an off-campus community service outreach arm of the University of California. Funding is provided by the University of California, San Joaquin County, United States Department of Agriculture, and through contributions from cooperators.
