Educational Reimbursements

Courses must be related to the employee’s current class or to related fields encompassing the career ladder/lattice concept.

Employee Eligibility

All employees are eligible to apply except temporary status employees, interns, resident physicians, x-ray apprentices, medical laboratory apprentices, student nursing assistants, and employees on Leave of Absence.

The last performance evaluation immediately preceding application must have been satisfactory.

Employees on educational leaves of absence are not eligible for participation in the program.

Employees who have been approved for this program will not be eligible for educational leaves of absence for the duration of the course unless they waive the reimbursement.

Eligible Expenses

Reimbursement is for tuition, registration fees, and instructional materials. A receipt showing the exact amount of fees paid must be submitted. The minimum amount of reimbursement is $10.00 and the maximum amount of reimbursement is $850.00 in any one fiscal year. Courses should be above the level of knowledge normally required to qualify for the classification (For example, a beginning course in shorthand would not be approved for a Clerk Stenographer I.)

Employees enrolled in an approved four (4) year College or University academic program which meets the career ladder/lattice concept leading to a degree may be reimbursed up to $800.00 per semester or a maximum of $1600.00 in any one fiscal year.

The reimbursement rates are reflective of MOUs for most employees with the exception of California Nurse Association members.

Please check your MOU for the exact amount you receive per fiscal year.

The reimbursable coursed must be part of the curriculum required to attain the degree.

Employees are not eligible for reimbursement when the course is paid for by any other source, including Educational Stipend Programs.

Attorneys in the District Attorney, Public Defender, and County Counsel’s offices may be reimbursed for the purchase of books and/or periodicals which are required by the department for the purpose of maintaining a resource library of current laws.

Approved Schools and Professional Organizations

  • Residence courses in any approved collegiate level institutions.
  • Correspondence courses from approved collegiate level institutions.
  • Recognized professional organizations offering concentrated course of instruction (conference or convention activities are not included).
  • Residence courses at recognized business, vocational, or trade schools that have been approved by the San Joaquin County Training Committee or the Director of Human Resources.

Procedures For Applying For Reimbursement

  1. The employee files four (4) copies of Personnel Form 73 signed by the Appointing Authority at the Human Resources Division not later than ten (10) days after the beginning of the course.
  2. Employee submits evidence of satisfactory completion of the coursework within sixty (60) calendar days of the course ending. Evidence of successful completion of a course of study which includes: a grade card, notice from the instructor on school stationery, and official notice from the school office indicating successful completion. A grade of "C" or better in graded courses or a grade of "credit" in credit/no credit courses indicates successful completion of the course.
  3. Human Resources Division authorizes the County Auditor to make payment to the Eligible Employee.

Other Conditions of Participation

Participation in the course must not be on County time; and must not result in reducing the quantity and quality of the employee's services to the County.

Employees must complete the course in the regulation period of time allowed by the school or professional organization.

Participation in this program is to be considered a privilege rather than a right of the employee.

The County reserves the right to disapprove reimbursement for courses if available at another school or organization at a lower cost.

Participants must be active employees at time of application (not on leave of absence.)

Participants must maintain continuous service from date course begins to date of completion of course except for authorized leaves of absence (other than educational leaves) which do not exceed sixty (60) days.
